Before that time, OTF was devided into three large sections - the remainder of that is the affiliation you still have to choose when registering - Star Trek, Star Wars and Fantasy.
Sector Commanders (and their Deputies) were responsible for those people with their affiliation.
They also were the leaders of a team of people who supported them in the minor parts of that job. These teams were called: Wizards for Minas Tirith, Senate for Star Wars and One-Zero Division, or OZD for short for Star Trek.
